<제38차 SCM 공동성명(한글.영문본)>
◎ SCM 공동성명 전문
2006. 10. 20, 워싱턴 D.C.
1. 제38차 한·미 안보협의회의가 2006년 10월 20일 워싱턴에서 개최되었다. 이 회의에는 도널드 럼스펠드 미국 국방부장관과 윤광웅 한국 국방부장관이 양측 수석대표가 되어 양국의 국방 및 외교 분야의 고위 관료들이 참석하였다. 동 회의에 앞서 2006년 10월 18일 미국 합참의장 피터 페이스 대장과 한국 합참의장 이상희 대장은 제28차 한·미 군사위원회 회의를 주재하였다.
2. 럼스펠드 장관은 한국의 이라크, 아프가니스탄 파병에 대해 사의를 표명하고, 한국군이 이라크 및 아프가니스탄 국민들을 위해 안전하고 자유로운 국가 수립을 지원함으로써 이 국가들의 재건에 매우 중요한 기여를 하고 있음을 평가하였다. 윤 장관은 이와 관련하여 한국군과 미군간 긴밀히 협의하기로 하였다. 양 장관은 범 세계적인 테러와의 전쟁에 있어서 양국간 긴밀한 협력이 한미동맹을 강화시킬 것이라는데 의견을 같이 하였다.
3. 양 장관은 10월 9일 북한의 핵실험에 대하여 깊은 우려를 표시하고, 이는 한반도의 안정과 국제 평화 및 안보에 대한 북한의 명백한 위협임을 강한 어조로 비난하였으며, 북한이 긴장을 악화시키는 추가적인 행위를 중단할 것을 촉구하였다. 양 장관은 유엔 안전보장이사회 결의 1718호에 대한 환영과 지지를 표명하였다. 럼스펠드 장관은 미국의 핵우산 제공을 통한 확장억제의 지속을 포함하여 한미상호방위조약에 따른 미국의 한국에 대한 굳건한 공약과 신속한 지원을 보장하였다. 윤광웅 장관은 북한의 비타협적 행위에 대처하는 데 있어 미국의 긴밀한 협조와 지속적인 지원에 대해 감사를 표명하였다. 양 장관은 금년 9월 14일 한·미 정상회담에서 양국 정상이 북핵문제의 평화적, 외교적 해결 원칙에 공감함을 재확인하고, 6자회담의 재개 및 진전을 위해 공동의 포괄적 접근방안을 만들어 나가기로 합의하였음을 상기하였다. 양 장관은 북한이 상황을 더욱 악화시킬 수 있는 행동을 자제해야 한다는 점에 공감하였다. 아울러 양 장관은 북한이 2005년 9월 제4차 6자회담 공동성명에 따라 모든 핵무기와 현존하는 핵계획을 포기하고 조속한 시일내에 핵확산금지조약(NPT)과 국제원자력기구(IAEA) 안전조치에 복귀 한다는 공약을 충실히 이행해 나갈 것을 촉구하였다.
4. 또한 양 장관은 2006년 7월 북한의 미사일 발사는 한반도 안정과 국제 평화 및 안보를 위협하는 도발행위라는데 인식을 같이 하고, 북한의 대량살상무기 및 장거리 미사일의 지속적인 개발과 확산의 위험성이 한미동맹에 대한 도전이라는 점에 동의하였다. 양 장관은 유엔 안전보장이사회 결의 1695호에 주목하면서, 북한이 탄도 미사일 프로그램 관련 모든 활동을 중단할 것을 요구하고, 이 문제의 평화적 해결을 위한 방안을 모색해 나가기로 합의하였다.
5. 양 장관은 한미동맹이 양국의 공통 가치를 바탕으로, 포괄적, 역동적, 호혜적 관계로 지속해서 발전해 나가고 있다는 점에 공감을 표시하였다. 양 장관은 한미동맹이 미래의 양국 이익에도 긴요하며, 한반도와 동북아의 평화 및 안정을 위해서는 확고한 연합방위태세가 유지되어야 한다는데 동의하였다. 양 장관은 한·미 연합군사력이 최상의 준비태세를 유지하고 있음을 높이 평가하였다.
6. 양 장관은 주한미군의 주둔을 포함하여 한미동맹이 계속해서 한반도의 안보와 동북아 지역의 안정을 보장한다는데 동의하였다. 이와 관련하여 양 장관은 유엔군사령부의 중요성을 인정하였다. 럼스펠드 장관은 한국의 안보와 한미상호방위조약에 대한 미국의 공약을 재확인하였다. 윤광웅 장관도 평화 및 안보를 보존하려는 상호방위에 대한 한국의 공약을 재확인하였다.
7. 양 장관은「한·미 안보정책구상(SPI)」협의 결과를 보고받았으며, 주한미군 재조정 관련 현안과 미래 한미동맹 발전을 위한 공동연구들이 한·미간 긴밀한 협의를 통해 진전되고 있다는 점에 대해 만족을 표명하였다. 양 장관은 지난 2년간의 성과를 바탕으로 2007년에도 SPI 협의를 지속하고 강화시켜 나가기로 합의하였다.
8. 양 장관은 한·미 양국이 한반도 및 동북아 안보환경에 대한 공감대를 바탕으로 공동연구를 통해 한미동맹비전연구에 합의하게 된 점에 대해 만족감을 표명하였다. 또한 양 장관은 미래 한미동맹이 한반도와 동북아 지역 및 국제사회의 평화와 안보에 기여할 것이라는 동 연구결과에 주목하였다. 양 장관은 동 연구결과가 안보환경 변화에 부응하여 미래 한미동맹이 나아가야 할 방향을 제시하고 있다는데 동의하였다.
9. 양 장관은 제37차 SCM 합의에 따라 추진되어 온 전시 작전통제권 문제를 포함한 한·미 지휘관계 연구 결과를 점검하였다. 양측은 지휘관계 로드맵에 합의한 것을 높이 평가하였다. 양측은 2009년 10월 15일 이후 그러나 2012년 3월 15일 보다 늦지 않은 시기에 신속하게 한국으로의 전시작전통제권 전환을 완료하기로 합의하였다. 이러한 전환은 양국이 상호 합의한 합리적인 계획에 따라 추진될 것이다. 군사위원회(MC)는 동 계획의 진전 상황을 매년 SCM에 보고한다. 양 장관은 합의된 로드맵에 따라 2007년 전반기중에 구체적인 공동 이행계획이 작성되도록 즉시 착수한다는 데에 동의하였다. 목표연도 설정에 대해 럼스펠드 장관은 새로운 지휘구조로의 전환은 한반도 전쟁 억제 및 한.미 연합방위 능력이 유지.강화되는 가운데 진행될 것임을 보장하였다. 럼스펠드 장관은 한국이 충분한 독자적 방위능력을 갖출 때까지 미국은 상당한 지원전력을 지속 제공할 것임을 확인하였다. 또한 럼스펠드 장관은 동맹이 지속되는 동안 미국이 연합방위를 위해 미국의 고유역량을 지속 제공할 것이라는 점에 유의하였다. 양 장관은 전시 작전통제권 전환과 관련한 합의된 목표과제와 추진일정을 준수하고자 하는 굳은 공약을 확약하였다.
10. 양 장관은 용산기지 이전과 여타 주한미군 기지이전 사업의 진행상황을 점검하였다. 양 장관은 기지이전 및 반환 사업들이 일부 어려움에도 불구하고 진전되고 있다는데 만족을 표명하고, 이 사업들이 계획대로 진전될 수 있도록 더욱 노력하기로 합의하였다.
11. 양 장관은 한·미 공군의 훈련여건 보장을 위해 직도 공지사격장 현대화 사업이 추진되고 있는데 대해 만족을 표명하였으며, 럼스펠드 장관은 이 문제의 해결을 위해 한국정부가 적극적 노력을 해 준데 대해 감사를 표명하였다. 윤 장관은 주한미군의 충분하고도 지속적인 훈련여건 보장이 연합준비태세를 위한 핵심적인 중요사안임을 인정하였다. 양 장관은 직도사격장의 현대화 사업이 조기에 완료되어 한·미 연합전력의 훈련여건이 보장될 수 있도록 최대한 노력하기로 합의하였다.
12. 양 장관은 군사임무전환과 연합 군사능력발전계획이 양국간 긴밀한 협의를 통해 성공적으로 추진되고 있음을 평가하였다. 아울러 양 장관은 금년 1월 한·미 외교장관간의 전략대화에서 발표된 주한미군의 전략적 유연성 문제에 대한 양국간 합의를 긍정적으로 평가하였다.
13. 양 장관은 SCM 분과위원회(안보협력위(SCC), 방산기술협력위(DTICC), 군수협력위(LCC))의 활동을 긍정적으로 평가하였다. 양 장관은 방산기술협력위의 공동위원장을 양국 차관급으로 격상시킴으로써 위상이 제고된 것에 주목하였다. 또한 양 장관은 동맹이 발전되어 나감에 따라 SCM 분과위원회의 구조가 현재의 필요성에 부합되도록 검토·조정되어야 한다고 인식하면서, SPI가 제39차 SCM에서 검토할 건의사항을 작성해 나간다는데 동의하였다.
14. 양 장관은 제38차 SCM과 제28차 MCM이 동맹조정 관련 현안들에 대한 심도있는 협의와 한미동맹 발전 관련 연구과제들에 대한 합의를 통해 미래지향적 한미동맹으로의 지속적 발전에 중요한 기여를 하였다는데 동의하였다. 양 장관은 제39차 SCM을 2007년 양측이 편리한 시기에 서울에서 개최하기로 합의하였다. 끝.
◎ The 38th Security Consultative Meeting Joint Communique
October 20, 2006, Washington D.C.
1.The 38th Republic of Korea-United States Security Consultative Meeting(SCM) was held in Washington, D.C. on October 20, 2006. U.S. Secretary of Defense Donald H. Rumsfeld and ROK Minister of National Defense Yoon Kwang Ung led their respective delegations, which included senior defense and foreign affairs officials. Before the SCM, the Chairman of the U.S. Joint Chiefs of Staff, General Peter Pace and the Chairman of the ROK Joint Chiefs of Staff, General Lee Sang Hee, presided over the 28th ROK-U.S. Military Committee Meeting(MCM) on October 18, 2006.
2.Secretary Rumsfeld expressed appreciation for the continued deployment of the ROK armed forces in Iraq and Afghanistan and recognized that the ROK armed forces are making a critical contribution to both Iraqi and Afghan reconstruction, helping the respective governments to build a safe and free nation for their people. Minister Yoon assured continuing close consultations between ROK and U.S. forces in this regard. The Minister and the Secretary shared the view that bilateral cooperation between the two countries on the Global War on Terrorism would strengthen the ROK-U.S. Alliance.
3.The Secretary and the Minister expressed grave concern regarding the North Korean nuclear test of October 9, condemned in the strongest terms the North`s clear threat to international peace and security as well as the stability of the Korean Peninsula, and demanded that North Korea refrain from any further action that might aggravate tensions. Both sides welcomed and expressed their support for United Nations Security Council Resolution 1718. Secretary Rumsfeld offered assurances of firm U.S. commitment and immediate support to the ROK, including continuation of the extended deterrence offered by the U.S. nuclear umbrella, consistent with the Mutual Defense Treaty. Minister Yoon expressed appreciation for the close cooperation and steadfast support of the U.S. in the face of North Korean intransigence. The Minister and the Secretary observed that their respective Presidents had reaffirmed the shared principle of a peaceful and diplomatic resolution of the North Korean nuclear issue and had agreed to seek a common and comprehensive approach for the resumption and progress of the Six-Party Talks in the ROK-U.S. Summit Talks held on September 14 of this year. Both the Secretary and the Minister shared the view that North Korea should refrain from provocative actions which could worsen the situation. Both sides also urged North Korea to fully implement the Joint Statement of the Fourth Round of the Six-Party Talks of September 2005, including North Korean abandonment of all nuclear weapons and existing nuclear programs, its early return to the Treaty on the Non-Proliferation of Nuclear Weapons(NPT), and full implementation of International Atomic Energy Agency(IAEA) safeguards agreements.
4.The Minister and the Secretary also shared the common understanding that the North Korean missile launches of July 2006 were a provocative action that constituted a threat to stability on the Korean Peninsula as well as international peace and security. Both sides agreed that North Korea's continued development of WMD and long-range missiles, along with the danger of the proliferation, were a challenge to the ROK-U.S. Alliance. Taking note of United Nations Security Council Resolution 1695, both sides demanded that North Korea suspend all activities related to its ballistic missile programs and agreed to seek peaceful resolution to this issue.
5.The Secretary and the Minister welcomed the continued development of the ROK-U.S. Alliance into a comprehensive, dynamic and mutually beneficial bilateral relationship, based on shared values. Both sides concurred that the ROK-U.S. Alliance remains vital to the future interests of the two nations and that a solid combined defense posture should be maintained in order to secure peace and stability on the Korean Peninsula and in Northeast Asia. Both sides praised the fact that the capabilities of the ROK-U.S. combined forces remain at peak readiness.
6.The Minister and the Secretary agreed that the Alliance, including the U.S. presence in Korea, continues to ensure security on the Korean Peninsula and stability in Northeast Asia. In this regard, both sides recognized the importance of the United Nations Command. Secretary Rumsfeld reaffirmed the U.S. commitment to the security of the ROK and the Mutual Defense Treaty. Minister Yoon further reaffirmed the ROK commitment to mutual defense for the preservation of peace and security.
7.The Minister and the Secretary received reports on the results of the ROK-U.S. Security Policy Initiative(SPI) discussions and expressed satisfaction that, through close consultations, the ROK and the U.S. are making progress both in pending issues concerning realignment of U.S. forces on the Korean Peninsula and in the joint studies on the development of the future ROK-U.S. Alliance. Both sides agreed to continue and to enhance SPI consultations in 2007 based on the accomplishments of the past two years.
8.The Secretary and the Minister expressed satisfaction with the fact that the ROK and the U.S. reached agreement on the Joint Study on the Vision of the ROK-U.S. Alliance based on the common understanding of the security environment on the Korean Peninsula and in Northeast Asia. Both sides also noted that the Study determined that the future Alliance would contribute to peace and security on the Korean Peninsula, in the region, and globally. They agreed that the Study presents a way forward for the future ROK-U.S. Alliance in response to the changing security environment.
9.The Minister and the Secretary reviewed the results of the Command Relations Study(CRS) including the issue of wartime operational control, which has been carried out in accordance with the agreements reached at the 37th SCM. They highly praised the fact that the ROK and U.S. have agreed to the CRS roadmap. Both sides agreed to expeditiously complete the transition of OPCON to the ROK after October 15, 2009, but not later than March 15, 2012. The transition will be based on a mutually agreed and reasoned plan. The Military Committee will report progress on the implementation of this plan annually to the SCM. Both sides agreed to begin immediately to develop a detailed joint implementation plan within the first half of 2007 in accordance with the agreed Roadmap. In noting the target year establishment, Secretary Rumsfeld offered assurance that the transition to a new command structure will be carried out while maintaining and enhancing deterrence on the Korean Peninsula and ROK-U.S. combined defense capabilities. He stated that the U.S. will continue to provide significant bridging capabilities until the ROK obtains a fully independent defense capability. The Secretary further noted that the U.S. will continue to contribute U.S. unique capabilities to the combined defense for the life of the Alliance. Both sides pledged the fullest commitment to meeting agreed-to benchmarks and timelines regarding the transition.
10.The Secretary and the Minister reviewed the progress of relocation of Yongsan Garrison and other United States Forces Korea(USFK) bases. Both sides expressed satisfaction that the relocation and return of the bases are proceeding despite some challenges, and agreed to exert greater effort to advance the relocation and return of USFK bases as planned.
11.The Minister and the Secretary noted with satisfaction that the modernization of the air-to-ground training range at Jik-do to ensure conditions for the ROK and U.S. air forces is on track, and Secretary Rumsfeld expressed appreciation for the determined efforts of the Korean government in resolving the issue. Minister Yoon acknowledged that ensuring sufficient and sustained training conditions for USFK is of critical importance for combined readiness. Both sides agreed to make the utmost efforts for the early completion of the modernization of Jik-do range so that training conditions for ROK-U.S. combined military forces are guaranteed.
12.The Secretary and the Minister recognized the successful implementation of mission transfers and combined military capability enhancement plans based on the close consultation between the two countries. Both sides also acknowledged positively the successful agreement on the issue of strategic flexibility of Unites States forces based in Korea which was presented in the Joint Statement of Strategic Consultation for Allied Partnership held in January 2006.
13.Both sides positively recognized the work of the SCM subcommittees (the Security Cooperation Committee (SCC), the Defense Technology and Industrial Cooperation Committee (DTICC), and the Logistics Cooperation Committee (LCC)). They noted that the DTICC had been given increased stature by raising the level of the Co-Chairs to the Under Secretary/Vice Minister level. They also acknowledged that as the Alliance evolves, the SCM subcommittee structure must be examined and adjusted to meet current needs, and agreed that the SPI would develop recommendations for consideration at the 39th SCM.
14.The Minister and the Secretary concurred that the 38th SCM and the 28th MCM, through intense discussions on issues pertinent to the realignment of the Alliance and the conclusion of the joint studies on the development of the future ROK-U.S. Alliance, strongly supported the continuous development of a future-oriented Alliance. Both sides agreed to hold the 39th SCM at a mutually convenient time in 2007 in Seoul.
