MEMORANDUM FOR RECORD
SUBJECT: Supplemental Memorandum for Record to the Protocol,
MOA, dated 25 November 1974
1. Reference. SALS-K Memorandum of Agreement between the Government of the United States of America and the Republic of Korea dated 25 November 1974 and the protocol thereto.
2. The purpose of this memorandum is to define the terms of War Reserve Stocks for Allies(WRSA), Project ROK and Pascific Command Reserves(PCR), to clarify portions of the reference pertaining to the performance of work and costs associated with the receiving and internal transportation of U.S. titled munitions brought into the Republic of Korea(ROK).
3. Project ROK is the term used to identify WRSA munitions prepositioned within the ROK to compeensate for the shortfall of ROKA war reserves.
4. WRSA is a general term denoting U.S. titled war reserve materiel some of which mat be prepositioned within the geographical and political boundaries of an allied nation. Upon receipt of future WRSA assets in the ROK, these assets will be identified as Project ROK.
5. Pacific Command Reserve (PCR) stocks, although stored in the ROK, are U.S. Army Pacific Theater Reserves which could be designated for the defense of the ROK or other U.S. designated purposes. PCR munition stocks are not Project ROK (WRSA) materiel.
6. Accordingly, the provisions of paragraphs lg, lh, li, lj, and lo of Appendix A to the Protocol to the Memorandum of Agreement are mutually agreed to apply as follows:
a. The Government of the ROK agrees to pay all costs associated with the off loading and internal transportation of WRSA/Project ROK munitions.
b. The Government of the USA agrees to pay all costs associated with the off loading and internal transportation costs of munitions identified as PCR.
7. This memorandum is effective immediately and will be promulgated to operational levels of the ROKA Army Logistics Command (Ordinance Ammunition Command) and the U.S. 19th Support Brigade for implementation.
